Okura: Legendary Rage

In theory...to achieve the Level of a Legendary Super Saiya-jin...one must both be of the same genetic line as a Legendary Super Saiya-jin...and must fall into insanity to unlock the Legendary Rage. With the meaningless deaths he has witnessed in his past and the brutal murder of Trunks, son of Vegeta, Okura would discover the madness within his psyche that would bring forth this nearly unstoppable force.
